'Father of Nepean' served to the end

In 1998, Ben Franklin, the longtime mayor of Nepean who died in 2003, said: "It was because of Aubrey's ingenuity that Nepean didn't go bankrupt initially. Aubrey is responsible for Nepean's survival."

In his 2003 autobiography, The Spirit of Nepean, Mr. Moodie praised others for the municipality's success.

"We thrived because we had well-motivated, civic-minded councillors who brought strong business and professional skills to the table," he wrote.
